A Latin American country with a population of 35+ million people approached Incode to administer electronic voting for a specific subset of voters, primarily those living in rural areas and abroad.

CONTEXT:

Electoral processes remain highly politicized in Latin America, and election security is critical for a healthy democracy. According to the IMF/WB/UNDP, a one standard deviation improvement in election integrity leads to a 0.8 standard deviation improvement in government effectiveness – in other words, running clean elections leads to better government outcomes.

In recent elections, concerns about the integrity of elections led to civil unrest and political controversy. These concerns led the government to search for ways to make voting more secure while increasing accessibility for eligible voters.

CHALLENGES

The challenges in elections management are many:

• Large voter populations spread across vast geographic regions create logistical challenges
• Election commissions must balance accessibility with security
• Verifying identities remotely poses risks including impersonation
• Rural communities and diaspora populations face significant barriers to participation
• Different ID types complicate verification across the country
• Ensuring the integrity of the vote counting process is required

SOLUTION

Incode implemented Incode Omni’s document and biometric identity verification to enable electronic voting for a sub-segment of the voter population.
The voters who were eligible for electronic voting were first pre-registered by the government with their biometric data. Using a secure mobile app, eligible voters could cast their vote from anywhere in the world.
Voters were required to verify their identity using our Document Verification module and our Selfie module, which compares the captured selfie with the government-provided biometric data. Once verified, they were presented with their electronic ballot and could cast their vote.

RESULTS

• Increased voter participation

Electronic voting led to increased voter participation in the overall election, including citizens in rural communities and those living abroad. Electronic voters had a 5% higher turnout rate than in-person voters.

• Ensured election security

No instances of fraudulent voting attempts were recorded. All users who were able to vote passed the ID verification step. The post-election audit concluded that the electronic voting system had integrity.

• Improved voter experience

There were zero help desk calls about the voting process, indicating that the process was intuitive and easy to use. The average time to vote was 4 minutes and 43 seconds.

• Increased trust in elections

The government cited Incode’s solution as a key differentiator in trust. Electronic voters had a 5% higher level of trust in the outcomes of the election versus non-electronic voters.

SUMMARY
