Identity assurance levelIAL

A rating of how confident you can be that an identity is genuine.

Higher levels mean the organization collected stronger evidence and checked it more rigorously before trusting that a person is who they say they are. A service picks the level that matches how much damage a fake identity could do.

What is the difference between IAL1, IAL2, and IAL3?

IAL1 gives basic confidence that an applicant is linked to a real identity. IAL2 adds more evidence and more rigorous checks, including stronger protection for the evidence owner. IAL3 adds an attended on-site session with a trained agent and at least one biometric.

What is the difference between IAL, AAL, and FAL?

IAL rates how well an identity was proofed at signup. The authenticator assurance level (AAL) rates the strength of the login method, and the federation assurance level (FAL) rates how securely identity data moves between systems. A service can need different levels on each scale.

Can IAL2 be done remotely?

Yes. NIST allows identity assurance level 2 proofing to run remotely or on-site, with or without a trained agent attending.

Can IAL3 be done remotely?

IAL3 requires an on-site attended session, which means a trained proofing agent at a location the identity provider controls, plus at least one biometric characteristic.

Did the IAL definitions change in the latest NIST revision?

Yes. NIST revised its digital identity guidelines in 2025. Earlier versions described IAL1 as self-asserted attributes with no evidence, while the current version requires evidence and validation at IAL1 and adds a separate baseline with no proofing. Older vendor material may still use the earlier definitions.

Which IAL does a service need?

The answer depends on the risk of the service. NIST's guidance has organizations assess the harm a fraudulent identity could cause and choose the assurance level that addresses it.
